Serious question, is CPS investigating the parents? Clearly they are providing zero oversights and there is abuse in the home. 12 year olds don’t habitually steal cars if they come from a good home

What exactly would this look like? It sounds nice, but I don't think you really know what you're asking for. What issues do you believe are caused by inadequate coordination between states?

Why can't they charge the parents with neglect or contributing to the delinquency of a minor or something? Or call DC CFSA and report the caregivers for child neglect?

Residents need protection and these kids need rehabilitation so there should be exceptions for repeat offenders. You can't just leave them out there in an environment where they'll grow under assumption of actions having no consequences, they'll become full fledged criminals with no remorse. Obviously adults around them aren't responsible enough to be trusted with their upbringing.

It's not like they have fundamentally opposing views on what should happen to youth offenders.

I think the answer is that DC is untenable as a simultaneously local and Federal district. The residential areas need to be ceded back to MD (we already handled VA).

Or MD and VA need to adjust laws so that criminals caught in state are held in state until the Federal government forces release
