But the Chief said he and his officers are powerless to stop this serial criminal because he is 12 years old and Maryland’s recently reformed juvenile justice laws don’t allow criminal charges against those under 13 except for the most serious violent crimes.
Last Spring the legislature did adopt and the governor did sign a slight tightening of the laws which calls for a mandatory supervision program for kids under 13 who steal cars. That goes into effect on November 1. But the critics say the programs don’t exist and in this case the child is a DC resident and likely couldn’t be compelled to cooperate anyway

Here's a less overtrod angle:
Why can't neighboring states and DC coordinate on law enforcement?
It's not like they have fundamentally opposing views on what should happen to youth offenders.
What doesn't the Federal government facilitate inter-state coordination?
I think the answer is that DC is untenable as a simultaneously local and Federal district. The residential areas need to be ceded back to MD (we already handled VA).
Or MD and VA need to adjust laws so that criminals caught in state are held in state until the Federal government forces release
