Might be worth asking at or about your specific school. Best way to find out is to ask the coach. Although most don't cut, at some point, the team could get too large or unwieldy for the coach/es to manage, so the might limit numbers (pretty sure that happened when my now grad was in MS). They also could cut based on factors other than speed -- our HS team is no cut so long as you show up on the first day (a week before school starts) and continue showing up after that.

No cut, but there are A/B teams. Sometime the b team does not go to away meets.
