I guess time will tell as all these teams will get a chance to perform to keep current flight position, or move up if they outperform where they currently are if not in the top flight already

PDA South is a RL team at best and Union 11s are quite mid so 3rd tier makes sense to me

what is the criteria?
Does the bracket matter for anything? It’s so hard to predict where to place teams before the season even starts.
