S/O: how and where do people get private lessons or one-on-one training during winter swim? It's easy enough in the summertime, but I don't know what the usual means of access is in the winter, or what would be a typical lesson plan or costs, either. (And I have DCs who swim with two different clubs! I should know this and am surprised I don't.)

If you homeschool or are able to take your child out of school and get to Vienna by 2:30, Machine Performance Center on Mill St in Vienna has coaches available for private lessons during the weekdays (except Fridays and holidays).

Pozez Jewish community center in Annandale offers 1:1 private lesson.

I would ask your favorite club coach about private swimming lesson.

Private lessons are tough. The St James allows them with their approved coaches. You cannot have private coaching at any public facility if it is not sponsored by the facility.

Promising genetics? Do they work really hard? Are they competitive? Passionate?

If you have these things it might get better.

Both parents swam D1. I'm worried that's the only reason they're keeping at it, and I don't want any of my kids doing something just to impress me. I love them as they are.

As a former D1 swimmer myself, what do you make of their technique? If one’s technique is good and they still aren’t making B times, it’s only what’s inside them that is truly preventing them from getting those times

Sign them up for one-on-one training. With better technique, they should drop time, especially B time.

How old are they? I'd be more worried that they aren't dropping time at all than making specific benchmarks. That sounds like they aren't getting good instruction or training. People should improve if they practice something.

If they are frustrated already, I would let your swimmer come to the decision themself that they want to move on. If your swimmer still enjoys it let them keep at it, not everyone swims to make motivational times or high level meets.

Can you move them to a noncompetitive group? My oldest will never make cut times of any sort, and is very much a bottom half finisher and is fine with that. DC loves the sport and the friendships, and isn't there to swim in college. How old is your swimmer, are they going through a growth spurt especially puberty that is impacting their time drops?
