I went to a cocktail-attire event out west and the predominant look (which I never see around here) was long floaty floral dresses with a light colored pullover sweater on top. Sort of an oversized, lightweight sweater on top of a dress. This was a fancy crowd, FWIW.

Men were in ties and blazers or suits.

Ah, yes. And she's asking. It isn't a cocktail dress. Maybe at a summer wedding or beach wedding with jewelry. Or maybe this is a granola crowd and OP just didn't say. In which case, it's still not appropriate this time of year.

I like it. You just need to figure out a wrap or sweater to wear with it.

It could work if you style it as dressy: nice shoes, jewelry, purse, etc. I definitely don't think it is too formal. It reminds me of Reformation which is super popular to wear to weddings.
