Sometimes it's not the manager. It may be IT, HR, asset team, etc. There's usually a multi-department onboarding process.

It’s probably a laptop. They usually are. And my company delivers a laptop to your house or office your first day of work.
This seems to be pretty standard across most large multinationals. Stop bugging your manager before you even start on your first day.
