We are in Virginia. I know many years have passed since some of the terrible teen accidents in the area, but it just seems unsafe to me given the number of students that would be riding together.

Limit your response to how it affects YOUR child, OP. If you don’t want large numbers of kids riding in your child’s car, tell your DC that he is restricted to two passengers at a time—then your DC can blame it on his parents.
Or if your child is the passenger tell him he can only go if it’s in a car with the driver and one other passenger. That’s the rule.
And then let others make their own rules.
