Yes, this was deceptive behavior. After the fact I looked up reviews (I did not before, because it was five stars mostly and I know every business has disgruntleds) and some people mentioned the same tactics we ran into which was outright lying about price, special fees that were scam fees and imaginary, calculations that made no sense, including doubled, made up tax,..I actually wish I took a pic of it all so I could file a complaint. One reviewer actually did just that. My dd was with me and I was crushed to not get the car, because we had been looking for a while and really wanted this one. At this point I am thinking of doing Carmax. They are more expensive to start, but then I can add the tax and registration and know exactly what I am paying, which would be less than what these scammers wanted. I am over negotiating with people who do not do it in good faith and try to take advantage.
