I bought a new vehicle in PA a few years ago. It was pretty straightforward, I just had to go to the DMV within a week or two to have it titled and licensed and pay tax on it. There was no tax charged on the initial sale since I wasn't registering it in PA.

Makes sense. Everything here (lease of space, wages) is much more expensive than random PA location, so that gets passed along to the consumer.

Yes, shopping around yields the best results. I've purchased several cars from out of state as it offered what I was looking in selection and pricing.

I purchased a hard to find used vehicle from Texas. Video conferenced with the salesman as he showed me what he could. Bought it sight unseen otherwise. It was certified though so I really wasn’t too concerned since anything that was covered up would show up in the multiple years certified coverage.
