DC is pretty much the ideal environment for heat pumps. Cooling loads are roughly the same as heating loads, winters are generally mild.

You clearly do not know much about HVAC installs or the current market. You may be able to get it for a bit less but This is not a "ridiculous" quote at all.

It’s probably the labor for the duct work if it’s custom. Shop around.

The prices have jumped up a lot in the last 3-4 years. With the ductwork 23k doesn’t seem bad. But are you going with a 14 seer for a new addition? Why not put in a variable speed and high seer 2 stage?

I will for sure, just bracing myself if this is ballpark. I don't know why but I was expecting about half that.

Twelve years ago we replaced the gas furnace and ac compressor for the original portion of the house (also about 1000 sqf) and it was 13,000.

That's the quote for the HVAC to an 1000 sqf addition we are putting on the back of our house in upper NW. Ductwork to new family room, two baths and a large master suite included.

I don't know anything about these prices but that seems insanely high. Am I wrong?
