Tint is hard to enforce and write for unless you have a tint meter. Most depts don’t budget for these devices an app on a phone won’t hold up in court.

I remember reading an article about how San Francisco was trying to cut down on fare evasion in the BART. They said that past enforcement had been racially biased, so they went to a system that would eliminate that bias. This consisted of randomly picking a car and then checking everyone on board. Turns out that doing that led to very disproportionate number of African Americans being ticked. So, that system was scrapped as well.
