It is location dependent, every field is different...plan to show up and play unless your coach (or team manager) says otherwise. The home team would have to communicate with the away team (usually the day of) of a cancellation. Only the ref delays the game on site due to Wx.
Regarding excessive heat, that could go against US Soccer guidelines (as outlined in the required safesport training), often the Coaches are responsible for making the call at the location.... that being said, some don't even know the guidelines. Anything above 92 degrees on the wetbuld index (combo of temperature and humidity), and the players should not be allowed to play...but this is violated all the time.

We attended a brutal late summer tournament 2 years ago, that was mostly above Wetbulb Conditions and the tournament organizers didn't cancel anything, just added the water breaks.
Discuss this with your club or coach of you feel like kids are playing in unsafe conditions. And if they continue to play, it can be reported through safesport channels
