Tibu or Fins are good options. My kids are in RMSC and they are not competitive. They swim twice a week and attend swim meets but my kids do like to drop time. They enjoy swimming.

Tibu Jr development was great for my kid in this situation

FINS has a new non competitive group at Lakewood Country Club in Gaithersburg. Shady Grove area.
TIBU is a solid club, just small. Out of MC in Rockville and Germantown.
QOSA is part of JFD. QO pool off Quince Orchard.
NCAP North has a non competitive program at Lakewood Country Club (see above).

I also recommend Tibu

Tibu has a non competitive group called Jr Developmental. Meets are optional and the focus is on technique.

Fins could also be an option

OP, I would also steer you away from stroke clinic if he knows the strokes. If he enjoys racing and wants to get faster a low key club that offers meets sounds like a better fit. Whatever JFD has become (I think Quince Orchard swim Academy?) or Tiburones are the ones that come to mind for your area.

Maybe Quince Orchard Swim Academy? They have an instructional program as well as a competitive team.

My son is a 9 year old B meet swimmer that joined swim team for the first time this year.

He is not competitive, not fast, but wants to keep up with his swimming during the year so that he can improve and attempt to make A meets next summer (2025).

Legal in all 4 strokes.. does his 50M free in about 55 secs.

What would be a good option for him?
