That's not true. The time was changed recently, hence whey they put "(Note Time Change)" in parentheses to the 6/11 meeting: https://ww2.montgomeryschoolsmd.org/boe/meetings/
That's great for teacher employment but students and teachers will still suffer when class sizes are increased.
