To expand on the above- ESY is not Summer School. It stands for Extended School Year, and it’s a function of the IEP. School teams make the determination about qualifying for ESY in an IEP meeting when reviewing student needs. There needs to be a goal around a critical life skill, a significant likelihood of regression, or significant interfering behaviors and there is a legally mandated checklist to go through to determine if a student qualifies. At ESY, students work on their IEP goals, and receive their IEP services, unlike summer school which works on general education curriculum.

This is correct for ESY. Which is different than summer school - which can be regular classes for non SPED students. Since this isn't in the special needs forum, I'm not sure if OP is looking for ESY or summer school.

How do kids get identified to participate in ESY? I remember after Covid it was offered to everyone but not anymore. Does anyone know what has to happen to qualify? Is this something you can request from the school?

ESY is offered only to students with IEPs when school teams feel there will be negative effects without summer learning. The summer school you are referring to was a different program, and it's not being offered this summer as the funding for it is gone (or at least that's what I've heard as a school staff member).
