That's what I would do but I hate attention.

These women LOVE attention. That’s it. That’s the only reason to go out and about in public in the equivalent of underwear.

The only time it made a difference was when I was about 4 months pregnant and people would randomly congratulate me or otherwise comment on my pregnancy when I was wearing skintight workout clothes but not otherwise which made sense because it was obvious in leggings but not when I was wearing real clothes.

I would not want that much bare skin touching the train surfaces. Ick!

If breasts start spilling out, or the shorts are way too tight, then it becomes vulgar and inappropriate. But if all the bit are covered that should be covered, the figure is smooth, then I don't see the problem. And this goes for any article of clothing, such as low-cut tops or too short shorts. If the clothes are too revealing, it's always becomes ugly and overly-sexed, regardless of whether they're athletic or not. This is a problem for very buxom and curvy women, who can't wear all the things thin women wear. Yes, I know we're all supposed to be body-positive, but that's the truth.
So this is not a question about sportswear. It's a question about wearing something appropriate for your figure. Different women will need different sports bras and shorts. If they pick the ones that reduce wobble and have adequate breast and butt coverage, then no one cares about thighs, navels or clavicles on display.
