MAP indicates whether your child is on, above or below grade levels in its reports. What are you talking about?

Where? It gives u percentiles. Where does it show above or below?

NP - my guess is this issue is because MCPS is still using the discrepancy model for reading disabilities, i.e., significant discrepancy between reading level and what would be expected given IQ. So, a lower overall IQ would need substantially below grade reading scores for MCPS to provide services.

That said, I'd address this issue now. Having done a lot of research into literacy programs and the evidence (or lack thereof) for them related to my ES kid's issues with reading, look for a psychologist or SLP or educator who specializes in reading. Beth Cianguilli at Stepping Stones Therapy is one I know of, there may be others. Good luck!

When you say substantially below grade level, does a few points below grade level count? DC mentioned seeing 216 on screen.

I'm wondering whether to ask for an IEE

It's about the contrast between overall cognitive ability and reading ability (or math ability, or whatever "discrete" thing). A kid with average IQ who scores slightly below grade level isn't going to raise flags, vs. a kid with an IQ two SD above the mean who has the same reading scores. An IEE could be helpful, even if it takes forever to get.

There are also different subfacets of reading, and so a more detailed eval could tell you exactly where the issues are (decoding, segmenting, fluency). A lot of kids seem to be fine readers at young ages, and struggle when they get older - very common.

My kid saw it at the end of the test.

Right now would be a great time to get into summer reading at your local library and find books your student enjoys. You should model this by also reading. There are usually fun events and incentives / prizes.

You can bring it up at conferences in the fall. At this point school wont do anything. Lots of kids test behind one benchmark score will not trigger anything.

DC had an IEP for SLD that was dismissed this year (reasoning was DC has low IQ) and now this. With support DC was average, but never below grade level. DC was upset with the score and I don't know how to proceed.

In middle school they have a handful of reading intervention courses that your student would be recommended to take in addition to regular English class based on MAP score and instead of foreign language or one of the other electives. I’d look over and see whether this score was consistent with your child’s historical scores or just a random fluke. If you call the middle school they can give you a sense of what course would suit your student.
