They no longer see giftedness as a special learning requirement, they see it as an extension of racism.

I had thought that all of the elementary schools had implemented a version of LLIV, whether it be a seperate classroom, or a mixed environment. I guess I was wrong, or they inferred the wrong info to the parent. The OP's post indicates that there's not a program at the local school, which means the student would have to go to the center to get the AAP curiculium. If there's no LLIV program, they won't receive the AAP workload at the local school, albeit they can stay still if they want.
