And fill their Oakland and other less desired programs with full pay kids with lower scores.

THIS! It's all about marketing. The marketing people/AO need to bring in as many applications as possible, no matter how qualified or not qualified, so they an be rejected, so NE can pretend to being selective.

Yea there were some folks claiming that Northeastern offers free app fee, but my kids never got it.
I think they rather like to collect the fees.

It's a good strategy for the 2nd tier schools to see what happens.
Once all the T20ish tier 1 schools to go test required, they can then also go test required.

We are writing to share an important institutional update regarding our testing policies. Since 2020, Northeastern University has not required standardized test scores for our undergraduate applicants. Looking ahead, we are pleased to announce that Northeastern will remain test-optional for the foreseeable future.

At Northeastern, we have always been committed to providing every application with a thorough and holistic review, and we will continue to do so. Our internal data analyses suggest that high school rigor and academic performance are the strongest predictors of subsequent academic success at Northeastern.

Applicants will continue to choose whether to share test scores as part of the admissions process. If the test results truly reflect their abilities, we encourage applicants to submit test scores. Regardless of their testing choice, all applicants will continue to be fully considered for all enrollment opportunities, selection for the John Martinson Honors Program, and merit scholarships. For full details, please visit our Application Information Page.

Non-native English-speaking applicants will continue to be required to submit results from an English language proficiency exam (TOEFL, IELTS, PTE, Cambridge English, or Duolingo) or will need to request a waiver after they have applied. See our website for additional details on our English proficiency requirements.

As you continue your college search, we encourage you to learn more about Northeastern. The best way to do this is to visit one of our undergraduate campuses in Boston, MA, Oakland, CA, or London, England. Click here to schedule a visit.

We hope you're enjoying the end of the school year and looking forward to the summer!

Sincerely,
Ebony Clinton Brown
