This. It will tell you in a while if that is cause. If it doesn't change, then perhaps the acne is from another cause (e.g., being a teen).
I know that certain products clog my pores easily -- they'll give me forehead, temporal, and back acne. So it definitely could be the culprit.
Some other things I'd consider:
Does she use styling products? Wear hats? Rub her forehead with her hand when tired or sweaty? How often is her pillowcase washed?
