My understanding is that anyone who remains on the waitlist automatically has this spring start offer on the table, but the list still functions as a waitlist and you can therefore be offered fall admission just like you could from any waitlist. If it happens after you’ve paid a deposit for the approved study abroad program for the fall, the school reimburses you for the deposit.

Colleges, any of them probably, know that a predictable number of students will drop out after 1 semester.

I don't know anything about Northeastern, but I think the issue is more how they are run--some of these are run really well and are appropriately-sized and thoughtful about how you re-enter and can be a real positive (e.g., Middlebury's "Febs" are the classic example of this, but W&M's program also has a good reputation) others are slipshod. Also, some are a full year vs spring start. With a spring start you feel like a 4 year student, starting your sophomore year feels more like a transfer student.
