NYU is a very big school and Stern is pretty small. This list represents weighted average placement on Wall Street as a share of the entire school. For example, no large public universities are on the list despite the fact that UC Berkeley and Michigan send a lot of kids to Wall Street
I know for certain that more than just Stern grads are applying to IB jobs from NYU.

Probably not, IB jobs in those cities especially southern cities, Atlanta, Charlotte, and Houston are easier to get.

I don't like how they look at NYC-centric firms. I don't know if anyone really means "Wall Street' when they say Wall Street vs. working in investment banking whether that is NYC, Chicago, LA, SFO or even Atlanta.
The industry is not as concentrated these days...in particular there are some fairly large investment banks with HQ in Chicago.
