I just went to London, Italy, and France. Four different airlines all made people put anything over 22' in baggage. Not allowed to carry on.

PP. When we got flagged in Amsterdam we were early to the gate and a family of 4. It was almost like they singled us out in advance to gate check because the flight was full. Only about 30% of the passengers were there when they came up to us. We felt kind of profiled. My husband asked them to select other people and they refused. No idea why us. We were all compliant.

The reason to have a backpack on is ot makes you look like you are traveling lighter. It also does help for navigating aisles quickly.

Int'l size carry-on length limit is a little under 22"; anything over that is not likely to be allowed. If you're in Business or First, there's a good chance that size plus a large-ish backpack (i.e., 30 litres) as a personal item could both be carried on, but there's still a chance you may have to gate-check the suitcase. In coach there is less overhead bin space for the number of pax, so less flexibility.

You could do a 21” plus something that fits under the seat like a largish backpack.

I might try doing the away larger carryon to Europe although I think there’s a decent chance they’ll make me check it at the connection. Mostly I am worried about it not making the connection so if I have to check it then no big deal.

PP- also check carry on luggage size, which is smaller in Europe.

Honestly, it's not worth trying to bring a larger item. What you might try is doing an extra personal item, like putting a cross body bag with all your makeup/liquids and put it under your sweater.

But trying to take a overly large bag is a dead giveaway, and they are getting smaller and stricter.

We were forced to check our legal carryons in Amsterdam when flying US-Amsterdam-elsewhere in Europe. You never know.

Many people like a laptop backpack or other underseat fitting backpack as their personal item. I use a laptop backpack and use it for coats, extra shoes, toiletry kit and other things that make my soft-sided carryon bulge. I pack my small purse in it briefly when boarding.
