You're doing it wrong. Get through all of this, report them, maybe sue them for medical expenses depending on the severity of the bite, do any follow up.

I have an email address for someone whose dog bit my son in the leg on Saturday. They said they’d sue me if I reported it, but of course I had to report it! My son is only 5 and the dog was off leash (I’m in Fairfax city).

I’d like to do some revenge with this person’s email. Maybe sign them up for porn sites? Any suggestions?
