Most clubs have trouble fielding a third team. If this club is one of them, they won’t shuffle rosters because if they lose too many team 2 kids going down, then they either have to shrink to 2 teams and cut kids willing to pay club dues (which won’t happen) or combine rosters (which is miserable for everyone)

Hi, I'm the one who replied with the detailed answer.
NCSL doesn't automatically promote a relegate teams each season. If a team qualifies for promotion, it's up to the coach (or club) if they actually want to move up to the next division the next season.
Also you have to remember, not every team returns every season. Especially with the high school age groups, some teams only play in one season, so when they form the divisions, even if a team is promoted or relegated or the coach asks for a specific request, there is a lot of churn and teams giving up slots in higher and lower leagues because they only participate seasonally due to high school soccer. Some teams fold, some teams don't play an ncsl again, a whole lot can happen, so you just don't worry about it and let the chips fall where they fall during the fall!

Most of the clubs around here are club centric, very few are team-centric which means each teams our controlled by their own coach and not at the whims of the club.
Braddock road used to have these with bridge teams, fpyc is still kind of like that where coaches manage their own teams, and there are maybe a few others around the area too. But big clubs are club centric and they will just roster the stronger players on the higher division team no ifs ands or buts
Thank you. I am looking at 07 Loudoun boys. Black is at bottom of division 2 and white will win or come in second in division 3.

Valors U12 G second team plays in NCSL Division 1 and the U12 B second team plays in NCSL Division 2, but yes keep grinding that ax.

NCSL sends a survey out before the start of each season when they do the division structure, which division the teams would like to play in.
The club will just request for one team in division 2, and one team in division 3.

If the club is club centric, it will prioritize how the club wants to do it. If the club is team centric, then the individual teams will do whatever they want.

Then better players would be rostered on the weaker team. I don't see them accepting that.
Does NCSL let the club switch divisions for the two teams?
I asked in general but right now the 3 team will be very weak next season and no chance to win in division 2.
Several players were moved up to team 2, and the rest are not coming back.
