Not exactly. The U11/12 Pre-ECNL teams (1st team) are playing in the VPSL Virginia State Cup with most of the other VPSL/ECRL based clubs. The U11/12 Red teams (2nd teams) are playing the USYS State Cup. The White teams (3rd teams) are playing the Presidents Cup.
At ECNL ages, no ECNL teams from any U13/14 clubs are playing in VPSL State Cup, so everything moves up a level. The RL teams (effectively 2nd) are playing in VPSL States, the White teams (3rd) USYS States, and the Blue (4th) teams.
All of those teams performed well enough to advance or be in contention to advance on the last day, so the development strategy seems to be doing just fine, thanks for asking.
