Biden is losing in all of the swing state polls except one. He cannot afford to offend anyone, so he’s doing absolutely nothing.

No. Why do you think he should? US foreign policy is not dictated by entitled college kids living on Daddy's $$$$ and who have never, and will never, serve their county in the military or in any other way. The frightening aspect is that many of these dilatantes will be in positions of authority and national importance some day.
The Viet Nam demonstrations did influence national politics and the upshot was that we got Nixon. I must admit that Nixon was a kindergartener compared to Trump but that's another story.
