The recommended operating budget currently under discussion still contains the same staffing guidelines that were in place last year:

Correct. Sometimes physical space makes it impossible to follow the recommendation, however. If a school already has maximum portables, and specials teachers have already moved to carts, it can be fully impossible to add a class because there is nowhere to put another classroom, not to mention the code issues that mean you can't randomly put K kids on the 2nd floor, for example.

Last year at Wyngate Elem they added on a new kindergarten classroom in winter. This is when there were already 27 students for 4 classrooms. One more student enrolled and boom, 5 classes. It was *SO* hard for our principal to be in that position, poor woman.

Do you know the basis? Is this a written policy change? Did your school send out an email?

Is that for K only as newscomer or apply to all grades in ES. Our ES has 5 classes per grade since my kid was in k, grade 1 and grade 2.

Not enough students to form a new class? Also, if school is no longer title 1 or focus, increase in class size. Not sure.

There's a rumor going around our mcps elementary school that a change for next year will allow the number of kids in a class to be higher (e.g. 27 v. 25) before the school is allocated a new teacher/class. Is this accurate? If so, any details on how/why?

Fully acknowledge it may just be a rumor as I can't find anything online. Thanks.
