No, not all ES have a Pre-K program in their ES building.
The ones in an ES building will be staffed 100% by adults and the ones in the HS are staffed by HS students under the supervision of child development teachers.
The HS-based programs are not designed to meet the needs of low-income children, but to teach high school students about early childhood development. So it may be possible for anyone to apply.

It's not full time child care because it is really meant to meet the needs of high schoolers who want to learn about early childhood development. So, typically it would be open from 7:55 to noon everyday, 4 days a week.

Yes. Rockville HS has one as well. It is not at all schools.
