Since it never showed up, I was thinking I could thank her for the intention and mention I look forward to its arrival. That would drop the hint that they didn’t ship the gift.
Don’t do the bolded because it would seem incredibly passive aggressive. Why not just tell her that you were just thinking of this and realized it never arrived.

Edit to add: her credit card may offer purchase protection/reimbursement as well as letting etsy know if this person is scamming. If it is the shipping company they carry insurance and should be notified also.

Yes you should totally check with the friend. I would have checked immediately to be honest because I assume emails like that are scams and want you to click the link.
