This appears to be an interim document while merit lottery was one of options being considered. But has interesting facts.
Is there another document or description that answer OP's questions?
Refer to page 19 of the document shared above
Per page 19, 100 FCPS students with the highest combined GPA, portrait + math essays and experience factor get accepted. The remaining 450 are picked through a lottery system. Lottery caps:
Region 1: 66 (Carson, Cooper, Thoreau, Herndon, Hughes)
Region 2: 69 (Longfellow, Glasgow, Luther Jackson)
Region 3: 60 (Twain, Sandburg, Whitman)
Region 4: 65 (Lake Braddock, Robinson, South County, Irving)
Region 5: 55 (Kilmer, Frost, Rocky Run, Katherine Johnson, Franklin, Stone)
Arlington: 16
Falls Church: 2
Loudoun: 55
Prince William: 62
The way GPA is calculated:

Does that mean scoring 100 and 93 in a subject make no difference?
