The concern is with families living in VA or MD. That's what they're looking for.

Offer more documentation. Ask to include someone other than just the initial registrar person who has a concern about your paperwork. Explain you are not opposed to home visit but it feels unnecessary/invasive.

I also support this. You see the advice a lot on here "just rent an apartment IB for JR" to get your kid into a good HS. Now, if a family is actually moving IB for JR, totally fine. But there are definitely people who would try to just rent something tiny to get an IB address and then stay where they are, and that's fraud.

I would find it invasive, but I am glad they do this. They need to combat fraud.

DCPS can do home visits for a variety of reasons- truancy is another one. You can view it as an invasion of privacy but they can certainly do a home visit. You don’t have to open the door or let them in if you don’t want to.

Of course they can do this. Why wouldn't they be able to? Home visits are common and the only way to ensure that fraud isn't occurring.

Looks like yes, they can request a home visit, but they should first attempt to interview you to about whatever documentation finding was insufficient. It's in the OSSE residency handbook section 4.3
