As an outsider to today's admissions process, but my father worked at Case and my grandfather attended, it looks like it's very, very important to Case that the candidate is serious about Case. It's clear that they get kids who did not get into any reaches but are still highly qualified. My guess is they do prioritize somewhat in order of likelihood to attend rather than pure stats. The reports of offering scholarships for waitlisted students, etc. support that.
