I agree that you should look for Federal programs. Of course it is too late for this year. But my DD landed a very cool internship with the Smithsonian in high school (the 2nd time she applied).
NP here: My rising senior has been interning at UMD with a prof, however, is looking for some summer research opportunities. Where can he look? The programs he applied to are still pending results with one acceptance (too far and too expensive to justify) and one rejection.

A high school freshman isn’t going to be a useful intern or research assistant to a college professor. Even college freshmen have a tough time getting those gigs. But there are tons of more educationally/developmentally appropriate things your 14/15 year old CAN and should do at this age - work, volunteer, school based clubs that can offer leadership opportunities etc
Not “a bunch” of professors. But targeted ones that teach and do research in an area your DS is interested in. Does the college career services post research positions?
DS is a freshman and would love to get an internship at our state university (we live in a college town). However, his school doesn't have any programs that connect kids with professors, or anything like that. Should he cold-email a bunch of professors? It seems likely that they will all reject him given he has no prior research experience. We don't have any connections. How should he go about doing this?
