You can definitely call them, and you should! Does “grippy” still look like felt? Felt rug pads sometimes have a kind of clear coated side and a soft side. Soft side down.
If the rug pad isn’t moving, you put the tape between the rug pad and the rug. You can put it on the floor but it will be a pain when you need to remove it (goo gone required).
Probably you just need new rug pads but I also still suspect the rug pad is upside down. It might be worth trying to flip it.
