Not quite. It means stop and proceed when the intersection is clear. The cross direction could be flashing yellow which doesn't require a stop (contrary to news reports.)

I’m sorry but this is very basic. Flashing red light is like a stop sign. It’s a little scary that people don’t know that and don’t believe it when someone answers correctly.

What does a flashing red mean and is a left turn permitted there? This was near the Gallery of Art around Constitution Ave. others were making left turns after stopping but the cars behind me didn’t honk when I remained standing, so I am confused.
