Since you said the tub has seashell relief tiles, maybe you could find colored plastic or painted metal wall art items to match.

Things like metal cake pans and jello molds might be able to be repurposed and sprayed a color to match.

The bobble rug does seem to establish a polka dot theme. I'm not good at mixing patterns. I would go for a bright solid rug and a sealife theme.

Homegoods might be a good store to browse for random inspiration.

You can buy a cheap set of sheets in a bright color or pattern and a tension rod or shower rod and "frame" the glass door with a curtain, which will make the whole room brighter. If they get wet, so what, and you can wash them easily.
If you can, add bright shades (get them at JCPenney, cheap) to whatever lighting you have or add a chinese lantern or even a spray-painted old colander turned upside down and hung from fishing line below whatever light you have in the bathroom.
Get some cheap stencils (I have wonderful sea shells and fish stencils) and some bright colored paint, and add a border or random pattern to the walls.
Add a bright bathmat, and some cheap artwork (you can get it anywhere -- even wrapping paper, kitchen towels, posters, anything that goes together and looks nice. Or get some $2 IKEA frames, spray paint them, and group them together. I've framed bright pages cut out of old children's books I've found at the thrift store or library book sale.
Strings of plastic beads in different colors can add a bright touch at the window. Hang them up as a "curtain" and they will catch the light, swing and look cheerful.
Bright, coordinating towels will add an extra touch. Plastic hooks in different colors can be cute for hanging up smaller hand or face towels. I've found these online or at IKEA or even at my local hardware store.
My local Goodwill is a good place to find interesting things to repurpose. I've found lots of nice wooden frames (framing hideous "art" that I've thrown away) that I've painted or not and reused. Also dusty antique stores can be good places to find interesting "junk" you can spray paint in bright colors and hang on the wall as as artwork. Even a trash receptacle can be cute. I found a $5 rusty old galvanized bucket at an antique store that I spray-painted and use as a waste-basket.

I agree with the PP on painting the walls a different color. The paint, a new rug, and some matching towels should brighten things up.

I would consider painting it a different color. We recently painted a bathroom a blue green color (had been a beigey color not dissimilar to revere pewter from when we moved in) and it's amazing what a difference changing the paint color made. Just a much happier space to be in. You could still do artwork.

I spray painted framed for my kids bedroom, I loved the look. Get a few textured frames from the thrift store or on buy nothing and paint them a color that coordinates with the towel/rugs.
Maybe have kids do artwork to put in it. You can always switch it out as they get older.

I don’t know if you care for the look but you could put a colorful decal on the shower door.

Adore the rug. Get towels to match--or maybe a couple more colors.

It's a shame that you have to get rid of the shower curtain--I love them precisely because of the color they add.

Buy some really fun, colorful towels. Artwork has to be chosen with care, because it’s such a wet environment, but you can definitely find something. Target Pillowfort have a ton of cute, cheap decorations — just search “pillowfort wall”.

I am replacing the shower curtain in my kids' bathroom with a sliding glass door, because they are terrible at using the shower curtain. But it just occurred to me that the shower curtain and matching bathmat are the only real color in that room, and once they're gone it's going to be very bleak. So I want to redecorate it as cheaply as I possibly can, since I am literally the only one who cares and I'm only in there to supervise bathtime for the little ones. I'm thinking $100 or less total!

The walls are Revere Pewter, the tile is greyish, the tub and surround are white with a few relief tiles of starfish, seashells, etc. So, you know, perfectly nice but extremely bland. I'm thinking a new cheap Target bathmat (something about these bobbles just sends me) and some inexpensive artwork. I'm not up for cutting my own mats but I will definitely spray-paint thrift store frames.

Anyway, if you're bored on this gross gray day throw some ideas my way.
