Yes.
He's talking about her since she is on his mind.
Then he's probably saying the opposite of what he is feeling to cover up his real feelings.

It's because he knows you've noticed this woman and he wishes to alleviate your concerns. Of course he thinks she's pretty and charismatic! No, it doesn't mean he's cheating or wants to cheat! But he is trying to make you feel better.

OP—Does your DH ever say things like, "She is naughty," or "My coworker needs a spanking because she is a bad girl?" If not, then is likely just her work he cares about.
If so, there may be a problem (especially if she really is naughty.)

No. She sounds difficult to work with and you made it obvious to him you were feeling jealous /insecure about her. So yeah, maybe he's going a little beyond to make sure you know she's not a threat at all, but I don't think he's covering. You however need to work on your issues.
