Yes it is. MCPS is stupid and uses this acronym. (NATIONAL, STATE, LOCAL). It's the only place in the country that calls it this.
It's intended to indicate that the class counts towards the graduation requirement, which is: "Social studies — three credits including one credit in United States history, one credit in world history,
and one credit in local, State, and national government aligned with the Maryland Comprehensive Assessment for government"
