A Maryland proposal to eliminate punishments for certain crimes and disruptive behaviors committed by students on school property advanced Wednesday despite concerns about its impact on student accountability and safety.
The bill, which was first reported by FOX45 News, would change state law by eliminating current prohibitions and penalties for enrolled students who engage in “disturbing activities at [their] school or college,” including “molesting or threatening [other] students." Lawmakers say the term "molesting," in this instance, means to disturb.
If passed, the bill would also exempt students from certain penalties for threatening school employees, including teachers, with bodily harm if the threat is made while on school grounds.
In the House, a floor amendment introduced by Del. Matthew Morgan, R-St. Mary’s County, was voted down. According to Morgan, his amendment aimed to ensure student accountability.
