About 15% of the 7th graders take Algebra 1 H in 7th grade so I would say about 15% of the 6th graders score in the 91st percentile. The number might be a bit lower then that because some schools make an exception for kids if they just miss the bench mark for the SOL or the IAAT but I doubt that is a lerge percentage of kids.
Prior data suggests higher shares than what you're estimating. I can't find the url but here is data from 2011-12 that was included in an FCPS presentation. In 2011-12 4,890 students took IAAT. Of that group, 1,876 students scored at 91+ (38%). Of that original group, those scoring 91+ and pass advanced on 7th grade SOL totaled 1,298 students (27%).
Of the 1,298 students who met the qualifications for 7th grade Algebra 1, 1,157 students took Algebra 1. However, total 7th grade Algebra 1 enrollment that year was 1,567 meaning that 410 students took the course but did not meet the criteria. This group of 410 students was enrolled due to “parent appeal; placement by an administrator into the program; or students who took the test in another county/school system, who qualify, but the student’s tests scores are not in FCPS’s system” Thus, 26% of 7th grade Algebra 1 students that year did not meet the official criteria for placement.
