I was making a simple estimation based on the number of kids taking Algebra 1. Another poster had some different data which shows a higher percentage in the 91st percentile range. My simple estimation did not take into account kids who meet both criteria and choose not to take Algebra 1 in 7th. And you are correct, I did not take into consideration that most of the kids don't take the IAAT so the pass rate should not be the same as the number of kids in 7th grade Algebra. Clearly it was a flawed estimate.

Another person posted that one year the rate was 38% of the kids passed at the 91st percentile.

Prior data suggests higher shares than what you're estimating. I can't find the url but here is data from 2011-12 that was included in an FCPS presentation. In 2011-12 4,890 students took IAAT. Of that group, 1,876 students scored at 91+ (38%). Of that original group, those scoring 91+ and pass advanced on 7th grade SOL totaled 1,298 students (27%).

Of the 1,298 students who met the qualifications for 7th grade Algebra 1, 1,157 students took Algebra 1. However, total 7th grade Algebra 1 enrollment that year was 1,567 meaning that 410 students took the course but did not meet the criteria. This group of 410 students was enrolled due to “parent appeal; placement by an administrator into the program; or students who took the test in another county/school system, who qualify, but the student’s tests scores are not in FCPS’s system” Thus, 26% of 7th grade Algebra 1 students that year did not meet the official criteria for placement.

Percentile and percentage are not the same thing.

According to our DC, 90% of correct answers is the pass. 60 questions, so you can miss 6 questions and still pass.

The 91st percentile is not exactly a passing score, it is what FCPS has decided is an acceptable score to have kids start Algebra I in 7th grade. As far as I know, there is no published data on what % of kids that take the IAAT are in the 91st percentile or above.

Just out of curiosity, are there any statistics on what percentage of FCPS 6th graders pass the Iowa test (with a 91% or above).
