AOs don't investigate anything except they might call a school to confirm school ECs. How can they investigate anything else? They would need to hire a PI for each applicant? To get into top 20 colleges you need a "wow factor", and unfortunately, it does seem that colleges buy a lot of "start up", "foundation", "non-profit" B.S. I know for a fact families get away with a lot of lies and exaggerations on applications.
