I've seen managers bring in a consultant type person to help them solve issues. Or even their boss has assigned a consultant type person to help solve issues. Sort of a back office thing.
This consultant could have been helpful and have now been hired full-time. Plenty of consultants get hired full-time. And now supervisor is telling everyone about the person, but also wants team to know they have first hand knowledge of the situation. And now they will start making suggestions for change.
That would make sense but no, this person has been around a long time, and is part of the same company. It would be very surprising if it were because of new issues since the person will just continue doing what they were doing but now in the open (!?), and we are very aware of how we are doing due to constant reviews (always good).
