Bad coaching. Michigan has a long history of hanging on to its coaches, even through adversary. Get a good coach, and the talent will follow.

They should be hoops royalty like Kansas and Kentucky, at least. Recruiting should be easy. But instead they're last in the B1G and 8-18 overall. How?
