“If you have more than one child in this school, please complete one survey thinking of your youngest child in the school. If you have children attending more than one MCPS school, you may take the survey again indicating another child and another school after you have submitted this survey.”
So clearly parents with kids in more than one school would be able to fill it out more than once. As would be expected because they would be discussing different schools.

How about sending the survey link to the primary email on file of actual parents/guardians?
