A hyper competitive team may only play 8 players. A competitive team may play everyone at least 20% of the game. A development team may play everyone at 50% of the game. I would call this respectfully an A/B/C team.

If he wants to play in high school, though, he needs experience playing in games.

It depends on your kid's goals. My 8th grade son is looking at this year as a developmental year where he wants to improve his skills before high school tryouts. For him, playing on a team with much better players so he can be challenged by them and learn from them is important. That will mean that he won't be a starter.

He could play on a lower team and be a starter, but he won't be as challenged in practices/training.

But for a kid in high school looking to impress scouts, or someone who is looking to be recruited to a private high school, being the star of a team with lots of playing time might be the goal.

Everyone keeps talking about playing time being important in selecting an AAU team. For a team of 9-12 players, what's considered a good amount of playing time? Acceptable playing time? Poor playing time? Assume 14min halves. MS and older.
