I noticed that. It made me wonder why the VA is even bothering making offers, but perhaps it means there are many more TJOs that actually go through to completion that we don't hear about?

The freezes don't happen until right before the economy tanks and then all the laid off people complain they can't get a gov job. It's why we get more work and no raises during recessions.

It's not a freeze, but I switched jobs for a promotion last month, and my old division "hasn't been given authorization to hire" for my job or any other vacant positions. Nothing formal, just...indefinite delay.
