+1 all solid schools more similar than different. I'd choose based on cost mainly but be swayed to spend more if the student firmly wants to live somewhere else after college, e.g. want to live in the south, UGA or UF are fine. Midwest, Wisconsin or Ohio also fine. Otherwise UMD probably best cost unless you got aid elsewhere.
