DC’s classmates at UVa SEAS all had 4 full years of a foreign language, with a single exception DC knows about — who is a dirt poor student from a small county in SW Virginia (think coal mines) with very limited HS course offerings.
One *might* get in without it, exceptions surely must exist as special cases of one sort or another, but the trend is quite clear. Do whatever you and DC think best for DC, but very clearly the odds of a UVa admissions offer (and UVa admissions is a lottery, even for in-state) are best for those who complete all of the expected HS coursework.
