Though also: it can vary from year to year because there are a different number of families applying for IB PK spots every year, plus the number of kids with sibling preference can vary a lot year to year. We were in a "baby boom" year on CH and that contributed to us getting locked out of PK3. But the following year there were fewer IB applicants and people with a worse lottery number than we had got in off the waitlist. There are a lot of factors that can go into it.
